Questions surround residency

 

  New Islip Supervisor Philip Nolan says he will review a residency question surrounding the town’s appointed comptroller, who voted in Islip for several years while keeping his home in Nassau County.

  Comptroller Douglas J. Celiberti, 47, said he considered Islip his home while he was caring for his elderly parents. During that time, he says, he spent more time with them in Islip than in what he acknowledges to be his own household 20 miles away in Wantagh.

  “I had a room there,” Celiberti said, referring to his childhood home on Richmond St in Islip. “I spent most of my time in Islip.”

  From 1994-1998, Celiberti voted in Nassau from his current address on Kent Road in Wantagh, according to the Nassau County Board of Elections. But in 1999- the year Celiberti became acting comptroller- he changed his voter registration to the Islip address while caring for his parents.

  After his mother died, Celiberti said, his father sold the house and moved in 2001 to a two-bedroom apartment for seniors on Chelsea Drive, also in Islip. Between 2001-2005, Celiberti voted from that address.

  In a recent interview, Nolan said it concerned him that an official might live in one county and vote in another. “I am going to have to talk to him about it,” said Nolan.

a public officer reside in the political subdivision or municipality in which he or she holds such public office, i.e., the incumbent of a local office.

Qualifications for holding office,if its be a local office: a resident of the political municipal corporation of the state for which he shall be chosen, or within which the electors electing him reside, or within which his official functions are required to be exercised, or who shall have been or shall be convicted of a violation of the selective draft act of the United States.

 

 

 

Town Board Debates Extra $$ For Management

  Those in management positions within the town of Islip will be getting a “one-shot” pay increase for 2007, as a resolution regarding this issue was passed by the town board during its organizational meeting earlier this month. The proposal went through by a 3-1 vote, with Islip Town Supervisor Phil Nolan raising concerns about the pay hike, and ultimately voting against the resolution. Islip Town Councilman Bill Rowley was not present for the meeting.

  This lump sum payment will go to the approximately 90 management employees in the town with Nolan stating that he wanted to have a say in how much these positions would be paid, and when the money would be spent.

  “I just wanted some flexibility with this,” Nolan said after the meeting. Expressing that he wanted to be able to use this money for any “unexpected” expenses the town may incur this year. Nolan said he wanted these raises to be at his discretion. “Some of the potential costs of government can vary,” he noted, citing snow removal as an expenditure that may go above what was budgeted.

  However, Councilwoman Pam Greene contends that the pay increase is justified. “We wanted to have consistency [in regard to] pay increase for management employees and pay increases for elected officials,” she explained. “We’ve been very successful in budgeting, for several years, sufficient funds for snow removal, along with proposing no tax increase. We’ve been able to carry forward surplus.”

  While Nolan said a “lump sum” payment is better than a salary increase, the supervisor still questioned the necessity of the compensation. “Some of these employees are making $103,000 [a year],” he noted.

  Citing the resolution, Greene said that, because these management positions are not subject to the salary increases of union employees, the $1500 enables those within these jobs to remain “on par” with other town employees. She also questioned whether the money from the salary portion of the budget could be used to make up for extra expenses within the snow removal fund. “They’re different funds,” Greene said, noting that she spoke with the town comptroller about this issue.

  “That’s ludicrous,” Nolan responded. “They’re different funds, but who do you think pays for it all? It’s all coming out of one pocket.”
